Opinion delivered October 22, 2008 MOTIONS - MOTION TO EXPEDITE - GRANTED. - Where petitioner moved the court for a writ of mandamus, injunction, and declaratory relief, requesting the supreme court to direct the respondents to certify him and to place him on the ballot for the position of State Representative, District 39, and further moved to expedite the hearing of his petition, the supreme court granted the motion to expedite and ordered briefing in the matter; because the supreme court took judicial notice of the fact that early voting had already begun in Pulaski County and the ballots had already been printed, the court further ordered the parties to address, in addition to any issues raised or addressed by them, the practicality of placing petitioner on the ballot should his petition be meritorious.
